The Department for Business, Energy and Industrial Strategy (BEIS) has finally confirmed the date by which non-domestic energy suppliers must be DCC ready . The deadline has been set as 31 August 2018 meaning that SMETS2 meters need to be operated via the DCC from this date.
Additionally, BEIS have published a consultation on the draft legal text required to implement this policy decision. This includes the introduction of an Enrolment mandate and a non-domestic DCC User mandate (requiring non-domestic suppliers to become DCC Users by 31 August 2018), as well as consequential changes to the DCC Licence, SEC and Supply Licence Conditions.
The consultation also seeks views on two additional policy proposals that are designed to better reflect the needs of non-domestic energy consumers and the need for proportionate regulation:
- A proposed exemption to the non-domestic DCC User mandate for non-domestic only suppliers that supply a limited number of designated premises and do not have customers with SMETS2 meters; and
- A proposal to allow energy suppliers to offer large, multi-site energy consumers a choice between a SMETS2 meter and an advanced meter at premises covered by the smart meter mandate.
